Yes. Repiping requires a permit in NYC: a Licensed Master Plumber files it with the Department of Buildings, usually as a **Limited Alteration Application** in DOB NOW: Build, with fees **from $130** for a 1–3 family house. Only short repairs of up to 10 feet skip the permit, and unpermitted work draws penalties from $520.

[NYC Repipe & Repair](https://nycrepipe.com/) publishes these figures with named sources so every number can be checked before you call anyone, including us.

Does repiping require a permit in NYC? Almost always. New York City sorts plumbing work into three tiers, and a repipe lands in the middle one unless it’s short enough to count as a repair. The permit itself is inexpensive and quick to issue. What makes it matter is who can file it, what it proves when you sell, and what it costs when it’s skipped.

## The three permit tiers for plumbing work

| Tier | What it covers | Who files | Permit? |
| --- | --- | --- | --- |
| Ordinary plumbing work | Repair or replacement of non-gas, non-sprinkler piping up to 10 feet | LMP reports it monthly on form OP128 | No |
| Limited Alteration Application (LAA) | Repair or replacement of existing piping systems that doesn’t need a PE or RA | LMP, in DOB NOW: Build | Yes, issued in real time |
| PE/RA drawings and work permit | New layouts, resized systems and work beyond LAA scope | Engineer or architect plus LMP | Yes, with plan review |

A whole-house repipe replaces far more than 10 feet, so it’s never ordinary plumbing work. Replacing the existing hot and cold system in copper is typically an LAA. Moving a kitchen, adding a bathroom or [repiping during a renovation](https://nycrepipe.com/repiping-during-renovation/) that changes the layout usually brings in PE or RA drawings.

## What a repipe permit costs

DOB’s LAA fee charts set the filing fee by job cost.

| Job cost | 1–3 family house | Co-op, condo or other building |
| --- | --- | --- |
| Base | $130 up to $5,000 | $195 up to $3,000 |
| Each additional $1,000 | $2.60 | $10.30 |
| $20,000 job | $169.00 | $370.10 |
| $35,000 job | $208.00 | $524.60 |
| Penalty for no permit | From $520 (1–2 family) | From $6,000, capped at $15,000 |

Sources: NYC DOB LAA fee charts, [1–3 family](https://www.nyc.gov/assets/buildings/pdf/laa_category_2_fee_chart_1-2-3_family.pdf) and [other buildings](https://www.nyc.gov/assets/buildings/pdf/laa_fee_chart_other.pdf).

On a typical $12,000–$35,000 house repipe the fee is under $210, a small fraction of the [total repiping cost](https://nycrepipe.com/answers/repiping-cost-nyc/). The penalty is the number to notice: for a one- or two-family house it rises with job cost, to $832 at $35,000, and in other buildings it starts at $6,000.

## Emergency work: fix first, file after

A burst pipe can’t wait for a filing. DOB lets a licensee file an Emergency Work Notification in DOB NOW: Build and “perform the work prior to filing the Limited Alteration Application” ([DOB EWN page](https://www.nyc.gov/site/buildings/industry/laa-emergency-notice.page)). That covers a [burst pipe repair](https://nycrepipe.com/burst-pipe-repair/) at night that turns into a section replacement. The LAA still has to follow.

## Other agencies and approvals

- **Service line.** Work on the line from the street adds DEP permits for the water connection and DOT permits for the sidewalk opening (PC 106.6). See [water line replacement](https://nycrepipe.com/water-line-replacement/).
- **Testing.** Altered or replaced systems are pressure-tested, with DOB witnessing (PC 108.4.1).
- **Landmarks.** A house in a historic district with a DOB permit also needs an LPC Certificate of No Effect for interior plumbing, common for [Park Slope](https://nycrepipe.com/boroughs/park-slope/) and other [Brooklyn](https://nycrepipe.com/boroughs/brooklyn/) brownstones.
- **Co-op and condo boards.** Board approval is separate from DOB and doesn’t replace it; see the [co-op alteration agreement guide](https://nycrepipe.com/answers/co-op-alteration-agreement-plumbing/).
- **Expiry.** DOB NOW permits expire at the earliest of the plumber’s insurance expiration, licence expiration or one year from issue.

## How to look up a DOB plumbing job

You can check any filing yourself on the [DOB NOW Public Portal](https://www.nyc.gov/site/buildings/industry/dob-now-public-portal-faqs.page). Search the property profile by address, borough-block-lot, BIN or job number to see filings, or search a licensee by name or licence number. Older filings made through eFiling or at a borough office are in BIS instead. Before you hire, confirm the plumber’s licence and that it’s current; after the job, confirm the filing shows signed off, and keep the job number with your house records for the next sale or refinance. Filings are common: since January 2023, DOB NOW shows 537 water-repipe LAAs in [Manhattan](https://nycrepipe.com/boroughs/manhattan/), 406 in Brooklyn and 330 in [Queens](https://nycrepipe.com/boroughs/queens/).

The free [pre-hire checklist](https://nycrepipe.com/resources/) includes the licence and job-number lookups, and [how long repiping takes](https://nycrepipe.com/answers/how-long-does-repiping-take/) shows where the filing fits in the schedule.

## Bottom line

**A repipe in NYC needs a DOB permit**, filed by a Licensed Master Plumber as an LAA, for a fee that usually stays under a few hundred dollars. Skipping it risks penalties from $520 and a problem at sale. Permitted work on the [whole house repiping](https://nycrepipe.com/whole-house-repiping/) page is filed by, or done under, a NYC Licensed Master Plumber. ## Quick answers

Can a homeowner pull a plumbing permit in NYC?

No. Only a NYC Licensed Master Plumber can file a plumbing Limited Alteration Application in DOB NOW: Build. The owner's role is to review and approve the filing through an NYC.ID account. A handyman or general contractor can't file plumbing work, and a GC's permit doesn't cover it unless an LMP files the plumbing.

How long does it take to get a repipe permit?

For a standard LAA, not long. DOB issues Limited Alteration Applications in real time once the plumber files and the owner approves, so the permit rarely sets the schedule. Board review in a co-op, or PE or RA drawings when the layout changes, take far longer than the DOB filing itself.

What happens if my house was repiped without a permit?

The work isn't on record, and it can surface at sale, refinance or an insurance claim. DOB charges penalties for work without a permit: from $520 for a one- or two-family house and from $6,000 for other buildings. The fix is usually a legalization filing by an LMP, which may mean opening walls for inspection.
